National Coordinator/Analyst for Early Childhood Development (ECD)

  • As the ECD Policy Analyst, I noticed the ECD anomaly since its inception, which triggered me to write the second theory to form part of the second component of the ECD National Policy to fit the context of Vanuatu in order to work for our people. The first component of the ECD National Policy serves as a tool for monitoring young children’s (0 to 5 or to 8 years) government service deliveries (ECD being multisectoral) into the communities. The second component is to drive communities to not only understand their different roles in child rearing but also understand their roles in being organised and work as teams/groups to sell their products in order to finance the wellbeing of their children, which entails the reasoning of being self-sustainable.
  • I have reorganised the ECD Steering Committee ad the ECD Technical Working Group and have written their Terms of References (TOR) as well as the Terms of References of the ECD Steering Committee.
  • I was the Chef of Mission and main adviser to take the High-level government delegation to Apia, Samoa, to attend the Pacific Regional Council for the Early Childhood Development (PRC4ECD) at the beginning of 2025.
  • I am the main Chief Protocol Advisor to the President of the Malvatumauri National Council of Chiefs. I advise the President on political and geopolitical issues as well as on national and local major decision makings of the Chiefs throughout Vanuatu to protect our identity and custom and culture for our children of tomorrow.
  • I advise the President and his Council to create and champion a Melanesian Council of Chiefs which I am currently tasked to create. This body will have a voice in our region and internationally to protect our customs and cultures and the way of life for our children. This is platform for Chiefs to voice their concern or share ideas on how to work together to protect their people within this current regional and international geopolitical and incessant tensions.
  • I am helping the Human Right office in briefing the Minister of Justice, Youth and Community Services in facilitating his understanding of the Child Protection Policy before he tables it in the National Parliament.

National Coordinator/Analyst for Early Childhood Development (ECD)

  • My role as the National Coordinator/Analyst was primarily to lobby and advise ECD Key stakeholders, including Prime Ministers, Ministers, Director Generals, Directors and Managers on the role ECD could play to help prepare the next generation of new leaders in Vanuatu.
  • Prepared Ministerial visit to Nadi Fiji with 3 Ministers (MOET, MOH, MOJCS) and DGs and to accompany them as the main government adviser when attending the Pacific Regional Council of Early Childhood Development (PRC4ECD).
  • Organised ECCE Teachers Forum for SHEFA by combining ECD and Parenting Support Programs workshops with helping hands from MOET, MOH, MOJCS, MOYSD and PMO DSPPAC.
  • Strengthening the ECD Pilot Program on Central Pentecost 2 by raising the numbers of ward councils to join the pilot program for the betterment in the lives of their children. Work included writing central association constitution, advised on set ups, group works timetables, financial managements and savings during harvesting, data collections and report writing.
  • Lobbied and advised former Prime Minister Salwai and his team, including Director John Ezra (DSPPAC) to move the ECD Unit to the Malvatumauri National Council of Chiefs under the Ministry of Justice, Youth & Community Services.
  • Projected impact: to protect our future generation through excellent leadership growth throughout our communities in Vanuatu by using our cultural values.

National Analyst for Early Childhood Development (ECD)

  • My role as the National Analyst for ECD was primarily to:
  • Convene meetings, revitalise, guide and work closely with the ECD National Core Technical Team.
  • Convene meetings and report to the ECD National Steering Committee as well as prepare meeting minutes and follow up on recommendations and decisions of the Committee.
  • Convene meetings and work with ECD focal points in all ECD-related ministries as well as in agencies and offices at provincial and municipal levels.
  • Collaborate fully with ECD colleagues working in ECD programmes in governmental and non-governmental organisations, faith-based organisations, and community-based organisations.
  • Work seamlessly with the international ECD consultant and other child-based consultants.
  • Guide and help to draft, and ensure the review, revision and completion of the National ECD Policy.
  • Guide and help to draft and ensure the review, revision and completion of the National ECD Action Plan.
  • Complete the gathering of ministerial budgetary and expenditure data for use in the ECD Policy and Action Plan.
  • Gather all ECD-relevant indicators used by the Government Ministries of Vanuatu.
  • Help to draft and ensure the review, revision and completion of the National ECD Monitoring and Evaluation Framework.
  • In collaboration with the ECD Steering Committee, submit the ECD Policy to the Council of Ministers in January 2023.
  • Prepare an ECD Advocacy Plan and prepare and conduct ECD Advocacy activities.
  • Guide the planning and preparation of the Launch Meetings to celebrate the adoption of the ECD Policy and Action Plan to be held in February 2023.
  • Prepare a Work Plan and Budget for 2023 and implementing them during 2023.
  • I prepared and conducted the first ECD Forum in Central Pentecost 2 with the Ministry of Education, Ministry of Health, Ministry of Justice and Community Services and PMO Office DSPPAC. CP2 is currently conducting the pilot program of ECD National Policy with my advice.
  • Impact: I was the lead national specialist of Vanuatu for the development and review of the first National ECD Policy, the first National ECD Action Plan, and the first National ECD Monitoring and Evaluation Framework, which was finalised in December 2022 and approved by the Council of Ministers in May 2023.

  • My best work as Producer and Presenter is the history of World War 2 in New Hebrides, called “WOL WO 2 Long New Hebrides” which is at the Vanuatu National Cultural Centre in Port Vila. This is the only WW2 history in Vanuatu (formerly New Hebrides) today. The office of the National Curriculum in Port Vila needs to incorporate that historical study into their program.
